Performance 8 Energy is developing 2 stand-alone BESS projects in France, totaling a rated power of 170 MWn and a storage capacity of 935 MWh . This represents a full discharge duration of 5.5 hours .

The first project, F.BESS.AS99, is located in the Vienne department near an RTE source substation.

The second project, F.BESS.BO19, is located in the Côte d’Or department, also near an RTE source substation.

Battery Technology at the Service of the Electrical System

💡 BESS? Stand-alone Battery? What’s that?

  • BESS stands for Battery Energy Storage System (or in French, Battery Storage System) is a system that allows storing electricity via rechargeable batteries and integrating an intelligent management solution.

  • Stand-alone or autonomous battery, the latter is not connected to an electricity production plant, it is placed in a strategic location for the electrical network.

💡 Why develop electricity storage batteries in France?

The operating principle of BESS allows optimizing the balance between supply and demand for electricity on the network. The batteries charge during periods of low demand, when electricity is more abundant and less expensive, and then discharge during periods of high demand, thus helping to smooth out consumption peaks. They strengthen the stability of the electrical network by offering system services, such as frequency regulation, when available.

They offer several advantages:

  • Better integration of renewable energies,
  • Solution to balance supply and demand,
  • Element of security and stability for the electrical network,
  • Reduction of dependence on fossil fuels.

The French Battery Market

The French electrical network is undergoing significant transformation, with the rise of variable renewable energies (solar, wind) and the reduction of the share of conventional dispatchable means (thermal, in particular).

The network must maintain the balance between supply and demand and the frequency at 50 Hz, in a more volatile context.

Battery storage (BESS) meets this growing need, providing immediate (a few milliseconds) and bidirectional (charge/discharge) flexibility.

The revenues of a BESS are divided into three complementary pillars:

1. Network Balancing by RTE: System Service

The RTE network responds to balancing needs by activating energy reserves sequentially:

  • FCR: Primary reserve (automatic/immediate), including BESS.
  • aFRR: Secondary reserve (automatic/a few minutes), including BESS.
  • mFRR: Tertiary reserve (activated manually by RTE, allowing action on the network in the medium term when the imbalance cannot be resolved immediately).

Producers are remunerated by RTE for their reserve activities as part of network balancing.

2. Capacity Market: A Stable and Predictable Base

The capacity mechanism aims to ensure the security of electricity supply in France during winter peak periods. It is based on the obligation to cover peak consumption by obligated parties and on the certification and valuation of production and curtailment capacities.

3. Spot Trading Market: Day-Ahead & Intraday (15-minute interval)

Another source of revenue for BESS installations is the buying and selling of electricity on the SPOT market.

Electricity is a product sold on the wholesale market . BESS operators can therefore follow the market price to buy electricity at its lowest price (period of low demand and high production) to resell it later when the price is higher (period of high demand and lower production).

Since October 1, 2025, the “spot” electricity market has switched from hourly to 15-minute intervals, meaning the price of electricity is now set for each quarter-hour rather than for each hour. This change has significant impacts on price volatility, and this granularity benefits BESS assets, which could increase their revenue by 10 to 25%.

This multi-market strategy strengthens the economic resilience of assets by diversifying revenues, allowing dynamic optimization between the different market mechanisms and limiting exposure to a single performance lever.

La stratégie de remboursement repose sur une cession des actifs lorsqu’ils auront atteint le stade RTB ou quasi-RTB (avant sécurisation des mécanismes de rémunération). La durée de développement des actifs est estimée entre 2 ans à 2 ans et demi, la durée de commercialisation des actifs est estimée de 6 mois à 1 ans. En cas de délais dans le développement, Performance 8 Energy pourra procéder à un refinancement en dette des actifs, ou faire rentrer un actionnaire en vue d’exploiter conjointement les actifs. Cette option annexe pourra également permettre le remboursement des investisseurs Total Energies Invest.

Mitigation methods

Le terrain a été sécurisé pour les 2 projets à développer, via des promesses de bail. Les études exploratoires de raccordement (non contractuelles) ont identifié des solutions de raccordement à un coût raisonnable. Cependant, les délais annoncés pour mettre à niveau le réseau environnant sont de 9 ans, ce qui pourrait compliquer le processus de cession des projets. NB : RTE annonce systématiquement des délais de 9 à 10 ans de mise à niveau du réseau lors des études exploratoires. Dans la pratique, les délais sont en général beaucoup plus courts.
